Negotiators at the 18th Conference of the Parties to the UN Framework Convention on Climate
Change could give it a new lease of life under a second commitment period to begin in
January 2013.
Peter Odhengo, coordinator of Greening Kenya Initiative, says some of the developed
countries that have been buying time to implement emissions reductions want to use the
